This work focused on building the policy and governance layer behind operational security. I developed the internal frameworks, procedures, and assessment processes needed to support access control, incident response, and broader cybersecurity alignment.

For a utility environment, policy work is only useful if it can survive contact with operations. The framework was built to be actionable rather than ceremonial.
